There are more and more ATM machines popping up everywhere. Unfortunately not all of them like foreign bank cards.
I used a Japanese and Thai bank cards and the most guaranteed success rate of them working was ANZ and Vietcom ATM’s.
Even then, sometimes they can become off line or have a bad hair day.
For Vietcom, keep trying, go to another machine and get money out there.
No Money – No Honey
2010 – unsure if the same now but during long holidays such as Tet (Lunar New Year), ATM’s used to run out of money and were not filled for days so if get cash out early for these festive periods.

2010 Credit Cards
It is becoming more and more popular to use credit cards, but not for small vendors.
The internet service is getting better and better all the time, but during some periods it is not reliable.
That is a bit of an inconvenience, but that means that when you go to use your credit card for a purchase it will come back saying it has been declined.
2010 – Declined ?? What ??
Which can get a bit embarrassing, even when the credit card is perfectly healthy. When you ring the bank asking what an earth is going on, they will say there is no record of your transaction, so it means that the machine was off line for that period.
